County Courts and Driver Licensing by Service Area

Two different offices matter in a reinstatement, and people routinely go to the wrong one. The court handles the citation and the criminal matter. The state motor vehicle agency handles the driving privilege, driver licensing, and the proof of financial responsibility condition. They are separate, and satisfying one does not satisfy the other.

The table maps each city this site covers to the county, the court that hears its cases, and where the driver licensing side is handled. One row is an Iowa row, and it is deliberately different in every column: Council Bluffs is in Pottawattamie County, Iowa, where cases go to the Iowa District Court and filings go to the Iowa DOT. Office locations and hours change, so confirm the current ones on the agency pages cited below before making a trip.

OmahaDouglas County, NE. Douglas County CourtNebraska DMV driver licensing service is available within the metro. Filings go to the Nebraska DMV.
BellevueSarpy County, NE. Sarpy County Court, which sits in PapillionNebraska DMV. The court is in the county seat rather than in Bellevue itself, so an appearance means a short drive.
PapillionSarpy County, NE. Sarpy County Court, in PapillionNebraska DMV. Papillion is the county seat, so the courthouse is in town.
La VistaSarpy County, NE. Sarpy County Court, in PapillionNebraska DMV. No courthouse and no licensing office in La Vista itself; both are drives.
LincolnLancaster County, NE. Lancaster County CourtNebraska DMV driver licensing service is available in Lincoln. Lincoln is both the county seat and the state capital.
Grand IslandHall County, NE. Hall County CourtNebraska DMV. Grand Island is the county seat, so the court and licensing sides are both local.
KearneyBuffalo County, NE. Buffalo County CourtNebraska DMV. Kearney is the county seat. Surrounding towns travel in for both.
FremontDodge County, NE. Dodge County CourtNebraska DMV. Fremont is the county seat, though much of the working population commutes to the Omaha metro.
NorfolkMadison County, NE. Madison County Court, which sits in MadisonNebraska DMV. Norfolk is the largest city in the county but not the county seat, so a court date is a drive south.
ColumbusPlatte County, NE. Platte County CourtNebraska DMV. Columbus is the county seat, so the case stays in town.
HastingsAdams County, NE. Adams County CourtNebraska DMV. Hastings is the county seat. Grand Island is roughly 25 miles north for regional errands.
Council BluffsPottawattamie County, IA. Iowa District Court for Pottawattamie CountyIowa DOT Motor Vehicle Division, not the Nebraska DMV. Iowa runs a unified district court rather than county courts, and filings are made under Iowa Code chapter 321A.
All Nebraska countiesNebraska Judicial Branch, county court divisionMisdemeanor traffic matters, including most DUI and no-proof-of-insurance cases, are heard in the county court for the county where the citation was issued.

The practical use of this table is planning. A driver who cannot legally drive still has to reach a courthouse and, in most cases, a licensing office, and in several of these counties those are in different towns. Consolidating the trips and handling by phone everything that can be handled by phone, which includes the quoting and the filing, keeps the number of rides down.

One caution that applies to every row: a closed court file does not restore a driving privilege. The court column and the licensing column are separate obligations, and only the agency in the second column can tell you when the second one is satisfied.
