I am Ruth Ellery, and what I know is the Nebraska side of getting a driving privilege back after the state has taken it. Chapter 60 of the Nebraska statutes, the Motor Vehicle Safety Responsibility Act inside it, the minimum liability limits at 60-534, the point system, the ignition interlock permit, and the order the DMV actually wants those things done in. I have spent the last several years explaining that order to people in Omaha, Lincoln, and the hub towns out west, usually at the worst week of their year.
Most of what makes this hard is not the law, it is the sequencing. Nebraska runs the criminal case in county court and the license action at the DMV, on separate tracks with separate conditions, and almost every long, expensive reinstatement I have seen started with somebody assuming those were one process. The second most common problem is the form: an owner filing where a non-owner was correct, or a non-owner policy in a household where a car sits in the driveway with a spare key on the hook. The third is a lapse, usually a payment that failed rather than a decision anybody made, reported by the insurer to the DMV and stopping a clock the driver thought was running.
The other half of what I track is the state line. Council Bluffs is Iowa, which means the Iowa DOT rather than the Nebraska DMV, Iowa Code chapter 321A rather than Nebraska chapter 60, an Iowa District Court rather than a county court, and Iowa limits, fees, and timelines throughout.
